There are about 3 topics on this first page about this, one started by myself with the same issue. It comes down to, the igniter is probably done, and probably the ballast. I found OEM parts on ebay, 190 dollars for the ballast and igniter. But just read around, there are plenty of people already talking about this. You can though take out your ballasts and observe them, see if there is noticable rust, or water in your headlight housing. If there is, new ballast more than likely.

I'm still waiting on the parts, but I took the car into acura and they did a test on it since I dont have my voltmeter anymore. They said its definitely the igniters that cause it, but the ballast can cause this in alot of cases as well if its done. To be safe I'm just going to replace both, but like I said, there are topics already going on about this, read through them.

most of the time its water/moisture inside the hedlight housing has dripped down and out --directly onto the ballast and shorting it out
Do you have any moisture inside lens after washing or heavy rain, overnight moisture?
bulb test: are you getting a pink tint from lights at startup--as seen on wall
thats the bulb death warning
Im surprised any gen2 is still on the factory bulbs-you must not drive at night or with lights on for safety~
average useable life is 2500 hours
if you dont have tools or diagnostic skills on electrical--go see an auto electrical repair shop- those guys are awesome at what they do
you may just have a bad signal stock at steering wheel since both lights act the same
with repeated attempts getting it to ignite- I would guess ignitor for sure,,ballast questionable as they hate being repeatedly flashed = power surge
see wikipedia for info on HID system operation

Yea, I would just buy new bulbs regardless. I bought some OEM philips ones from ebay for 90 for the pair shipped. stock color of 4300K. Some would recommend kaixen from excellerate, which is fine if you're in the states, but I checked shipping to Canada, on top of the 100 for the bulbs, they wanted 80 for shipping so I said screw it.
