Yeah it does fit on all 99-03 TLs. Do a search for some pics if you want.

I think i read that it fits but not perfectly. Like the center of the kit is a little off from the center of the car. Is that correct?

I would think that is a false statement. How can 2 centers not line up if the ends meet up?
