Did I lose HP?

It could be that your rims are heavier and the tires are wider; which also contributes to heavier tires. You can always weight your new rims and tires vs. the older one's or just put the older one's on and see if you really lost any power.

You still make the same HP, it is just that it takes more energy to get the greater mass rolling, and stopping too. No different than peddling a bike with concrete tires for example - hard to get going. If possible go for rims that are what you want and light too.
