Climate contral ac question

I have a 2000 tl and I notice when i start the car on a very hot day and sit idle for about 5 minutes or so the ac is not really that cold but when i drive it is icy cold even when I stop at traffic lights. is R13 loss a common problem in our cars?

thx

It takes time too cool off a cabin of our size. Hotter days = longer cooling periods. It's normal.
