Another mileage (but different) question

Here's a odd one for you guys....
I bought my 03 TL-S in July this year with 5K miles on it. I've been averaging 28-29 mpg until 3 weeks ago. Car now has 11K miles on it and my last 3 fill ups the mileage has gone down considerabley each time. 26, then 24, then 22 on the last one. My driving habits have not changed, nor have my driving routes, nor has the traffic factor.

I'm in the Seattle area and the weather and temps have dropped quite a bit in the last month (20-30 degrees), which brings me to my question:

I heard somewhere that the gasoline companies actually change the structure/formula of the gas when the seasons change. Can anyone elaborate on this? Has anyone else noticed a change in mileage since the weather got cooler?

its most likely the change in formulas aof fuel for the winter. until the cars computer adjusts to it which shouldnt take more than acouple tanks of gas. mine gets bad every winter for a little bit. right now ive got like a little over 100 miles to a half tank.
