Accessory fuse shorting. (Driver side #8)

My accessory fuse blew randomly today. I didn't realize until I had to park and I couldn't get past neutral from drive. All I have majorly changed on the car is put on some lowering springs, could there be wires in the wheel wells getting pinched even though I still have fender liners? I tested the fuse spot with a multimeter and got 12.4v to ground when no fuse is in and 11.8v on the feed side and 10.9v on the protected side when I temporarily put a higher amp fuse in, it also heated up quickly but I got the shift interlock to get the transmission out of park and the radio turned on during these tests. I just can't trace down where the short is.
