Front License Plate- drilling required?

Hi, I'm getting my bumper repainted next week and debating if I should put the front plate on or nor. I hate the look, but as my daily driver... it may be needed when I park in the city. Anyway to attach the plate without drilling the bumper?

My 07 RL has two mounting hole brackets , I think it for the license plate behind the bottom front grill.

My 2006 had the front plate bracket on when I bought. I unscrewed the 2 screws and threw the bracket in a cupboard in garage with the 3 other ones from vehicles. Then I painted the 2 screw retainers for the screws black... done. Never looked like was there. Besides if you want the 3m bra you will want it off.
