rubbing solutions/help?

ok, this is my setup now:

motegi ff7 18x7.5, +45
falken ziex ze-912 235/40R18

I rub ONLY the REAR LEFT side on dips and hard corners, even without weight in the rear (but it can even be a really soft dip or hill in the road and it'll rub). It's a really ugly scraping noise, like, bottoming out but from the wheels.

1. I have already cut the rear fender lip to about 2mm, so I'm pretty sure that's not the part that's rubbing. There is no visible damage to the tires/wheels (which to me says it's not the metal fender)
2. What is 'moving the bumper tabs'? I believe the rear tabs (the part with the screws in it) is rubbing slightly. (or someone said cutting the tabs as well? so cut around the screw or move the screw entirely???)
3. Tire pressure is at 38psi, thought i might try out something higher for a while.
4. Progress adjustable rear sway is on the softer setting.

Thanks

Just trim the bumper tabs down.
