NEED HELP SERIOUSLY 97 Acura CL

I had my 97 Acura CL 2.2 engine replaced with a original Acura CL 97, 2.2 engine. Mechanic has cleaned all ports, replaced EGR, PVC Valve and vacumn hoses, car keeps stalling on deceleration and acts like it is out of gas when I restart (it does restart).Does this everyday although somedays constantly and other days spiratically. Will start idling rough then will start stalling. I have had car back to him 6-8 times. Insufficent flow light keeps coming back on. This is a good mechanic but He's stumped, replacing the solenoid today that's all he can think of..Not sure if this is related, but no one can get the heat and air to work either. Any help appreciated.
