What to do if dirt is underneath clear coat?

What to do if dirt is underneath clear coat?
on the back, side of my car, where the fender hits the rear end, right behind the back wheel, there is a line of dirt along crease. I scratched it in a little spot and i think the clear coat came off. Does anyone have similar problems or solution for me besides repainting?

yeah, a couple times. usually on a new car the dealer will take care of it. did you buy your car new?

what color? did the clear peel off on the 1/4 panel or the bumper?
