spotted silver CL in NYC

Driving towards GWB around 9:30pm today. Spotted a lowered silver CL with nice chrome rims, tires thats so wide that it comes out on the sides farther than the car. Is it anyone here's???

I don't know who did that to his car but I'd kill whoever put ugly tires like that to my car.
