HAHA! Those look like the rims where the lip comes over the tire a bit to make the rims look like they're bigger then they really are (like 17" rims made to look like they're 19").

With the CL now being anywhere from 5-7 years old we're going to see alot more of this as our cars get into the hands of some people with less they perfect ideas of what looks good...
