when i did my front and rear rotors and pads I bought those brake shoes, pulled off the rotor for the first time and the e brake shoes looked like they had 80% of the life left.
i'd be amazed to see them somehow worn out to the point the need replacement.
maybe the spring came loose in there and now it jiggles around?
you'll only know when u pull it apart. if the tensioner is too loose that may make it move around in there also. but the tension is supposed to adjust as the brake shoes wear in. it's a little teethed wheel at the bottom center, you'll notice you have a little cover on ur rear rotor hub. if u pop that off and center it at the bottom with a flashlight u'll see what i mean. you'd supposed to adjust it with the rotor on and as it gets close it's just ever so slightly rub and then u stop. that's how u adjust it at least. i'd try that first if i were you. cause even worn out shoes shouldn't be making noise when it's no engaged or anything

if the shoes broke, the rear wheels wouldn't lock i'd think, cause then it could apply pressure. when I adjusted my brake shoes it was just too tight and the rear wheels kinda locked up like ur explaining. I had to bang off the rotor with a hammer to even remove it. but then after re adjusting them they're mint again.
I'd try loosening that screw i mentioned. if u cannot get to it bang the rotor off and then loosen it and place rotor back on. keep doing that until u hear the slightest scrap as u turn the rotor around... that's how u know ur close (and no it won't make any noise when u drive)

the rears might lock up if the car was driven with the E-brake on and the pads shit the bed. all the debris can bind up somethin awfull, it would have gotten real hot in there and friction is a bitch.
Good luck hope you can just make the adjustment cl-s progression suggested, worth a shot
