i dont know about your Type S hehe, but on mine, the screws were underneath, so you can take off the shitty front license plate, and you dont have to worry about the holes (like on integras). i dont know about the laws in Cali, i know we have to have them up here in MN, but they dont bother me

If your dealer put two holes in your front bumper for the license plate holder, I would take it back and tell him to repair the bumper. As stated above, the license plate holder attaches to two holes behind the bumper..

CA requires front plates. Even though the CL is designed to mount the front plate from below, some dealers screwed it into the bumper also. If you dealer did this, you might want to remove the plate and shove it up the sales manager's ass because they defaced your $30k car.

Texas also requires a front plate. Although, I took mine off the day I bought the car. The only screws were the two located (hidden) under the bumper.

Why don't you just ask them to fix it,if they drilled unnecessary holes? They won't bite you. They also have color matched plugs for this problem. I put them on my S2000. If they refuse complain to Area Rep. If they put on their dealer plates and your state law does not require front license plates, I'd really be upset about the holes.
