Paint Came off bumper

Paint Came off bumper
2002 cl with 14k miles tan color
After filling up with gas there was an overflow which did not get on the outside of the car, but went down the overflow tube. I was careful to check for any gas getting on the car, and at the station did not see any. When I got home the paint had bubbled off of the bumper just below the seam of the fender and the bumper. The gas had evidently gotten into the seam and come out onto the bumper. The dealer is claiming it is not a defect in the paint. I am now in arbitration with the BBB over this issue and the front bumper as well, since I have had the paint looked at by several paint experts and they say that the paint on the bumpers is not adhering to the bumper and too soft. The paint on the front bumper is peeling off in several places where it has been rubbed aginst. Has anyone else had similar problems other than the paint chipping problems I have read about. I also have noticed the chipping issue as well on the hood.
