my headlights fogged up

my headlights fogged up
i washed my car this afternoon and my headlights fogged pretty bad, especially the drivers side. this has happened a few times before.
is this normal when using warm water to wash? should i have them replaced? anybody else have this problem?
the headlights have never been apart.

I think someone just recently had their headlights replaced due to fogging? Correct me if I'm wrong guys...

Does this simply mean that there is humid air inside the headlight?
I had this same thing happen to my PIAA driving lights on my other car after I changed the bulb on a humid day.
If you wait until a dry day, then unplug the headlight, let it air out, shouldn't this be okay then?
I don't understand why a dealer would replace an entire assembly for this problem.
