WD-40. Spray on and let set for a minute. Then use your finger nail to remove some of the build up. Then wipe off. You may have to do this several times depending on how much tar you have. When finished, just wash as normal. I have done this for years with out damaging my paint.
In the summer hear in Houston, it gets so hot that the asphalt melts and tar flyes every where.

I parked near a huge tree, it was drizzling, when I came I found that my black CLS is covered with speckles of tree saps/green pollen.... Small green dots, like water spots. It looks it stick to paint hard..
I am very ... I will wash my car with dawn (couple times).. if the stains are still there... I will buy a Mothers's Clay bar and clay my car for the first time... Hopefully, it would take care of it.
I have an M3 Bug/tar remover for the door panels, never uses yet.
Than, I will Gold Glass my CLS using my orbital buffer....

The first step is to keep a nice coat of wax on your car. I then use a used fabric softner. I just dip in to the bucket of soap. Most of the time, just a gentle rub will get it. It also works wonders on the mirrors, winshield, headlights, and whatever else those damn bugs like. You should try it. I do this everytime I clean my car.

Dissolve-it also works quite well on tar. And the 3-M adhesive remover also works on tar. I've got tons of stuff that I've tried.
BTW, turpentine (among other things) will remove tree sap.
The choice of product depends on the "stuff", how long it's been sitting on the paint/clearcoat/wax-sealant... and, in some cases a combination of "stuff" might be needed if the stuff sits on the car long enough...
