I have to installa f ront plate (since i moved to another province which requires it). But i'm not particularily fond of the stock location, or drilling holes in my bumper, Is it possible to mount it lower somehow? any suggestions from you guys would be greatly appreciated.

Yea, flip the stock mounting bracket upside down and you can mount it that way without drilling (you'll need longer bolts though).

If you have a second gen you don't need to drill holes. There are two screw clips (placed diagonally) under the bottom grill to mount the OEM plate bracket. If you don't have the hardware you can get that too from your local Acura dealership.

Keep in mind that mounting the plate lower will partially block out air flow to the radiator
