it could be a crack, but it can also be just because of "natural" moisture inside the housing.
when the bulb is installed, the air (and whatever moisture present) is sealed inside the housing. on a warm day, the air inside the housing gets hot. but if you wash your car or it rains, it'll cool the glass part of the housing and the moisture inside the housing will then condense onto it, like the condensation on a glass of ice tea on a warm day, except it's on the inside of the glass instead of outside.
i think the only way to fix this is to wait for a really dry day, and then remove your bulbs to let the moist air sealed inside the housig out and get refreshed by the more dry air.

I just got back from having my pass. side headlight unit replaced because it was really fogged up. been like that for over a week so i made an appt. and they put a new one in AND fixed that damn MOONROOF RATTLE in an under 1 1/2 hrs. .. and a wash and vacuum of course.
