Are they available for a 2003 CL-S?

No foglamps were offered for the 01-03 CL. Roadlamps were included in the 01 and 02 CL. They are not real foglamps.
You can install the 01-02 roadlamps in the 03 or go aftermarket. The original roadlamp wiring was also removed from the 03.

it will look pretty weired with just one
try the dealership. if you do a search of the previous posts someone describes the whole install process and gives all necessary part numbers. btw, welcome to the board
