can shocks be tested while they are off the car
bought some used shocks and I was wondering if it was possible to test the shocks before installing on the car.

Well, the method I use is only good if you have a high pain tolerance. I basiclly put the top of the shaft against my hand, while holding the tube, and press down. If you can do this the shock is probably too weak, unless your really strong. But truely, there's no tried and true way, except don't buy used shocks.

You could find someone/some company with a shock dyno. It will test the shock.
Like this:
You could try looking around for a speed shop or other racing joint that might have one.
