Can anybody provide any more info on this service bulletin

Not the TSB, but the '01 CL service manual diags

I don't have the TSB. See if Jens or another tech can help you with the internal TSB. As you know, Acura doesn’t generally give out the TSBs.

I don't know if this will help, but...

The Helms service manual for my 2001 CL definitely shows a diagnostic procedure for a P0138 tossed with a P0136. The P0136 is listed as the temp DTC.

The basic description is:

DTC P0138: High Voltage in Secondary H02S (Sensor 2) Circuit

1. Reset PCM (see page 11-3).

2. Start the engine. Hold the engine at 3,000 rpm with no load (in Park or neutral) until the radiator fan comes on.

3. Check the Secondary H02S (Sensor 2) output voltage at 3,000 rpm with a scan tool.

Does the voltage stat at 0.8 V or more?

Yes -- Go to step 4.

No -- Intermittent failure, system is OK at this time. Check for poor connections or loose wires at C204 (located under right side of dash), C102 (located at the left side of the engine compartment) the Secondary H02S (Sensor 2) and the PCM.

4. Turn the ignition switch OFF.

5. Disconnect the Secondary H02S (Sensor 2) 4P connector.

6. Connect the Secondary H02S (Sensor 2) 4P connector terminals No. 1 and No. 2 with a jumper wire. (Note: the manual shows a wire going between pins 1 and 2 of the 4 pin connector going to the secondary 02 sensor. (Green/yellow + White/red) (pins at top nearest to the connector’s notch).

7. Turn the ignition switch ON (II).

8. Check the Secondary H202 (Sensor 2) output voltage with the scan tool.

Is there 0.8 V or more?

Yes -- go to step 9.

No -- Replace the Secondary H02S (Sensor 2).

9. Turn the ignition switch OFF.

10. Connect PCM connector terminals A1 and C18 with a jumper wire.

11. Turn the ignition switch ON (II).

12. Check the Secondary H02S (Sensor 2) output voltage with a can tool.

Is there 0.8 V or more?

YES - Substitute a known-good PCM and recheck (see page 11-5). If the symptom/indicator goes away, replace the original PCM.

NO - Repair short in wire between the PCM (A1, C18) and the Secondary H02S (Sensor 2)

D'oh. Looks like a VERY dirty CAI filter can produce those codes. God dayum my filter was dirty.
