Is it actually possible to see a decent amount of performance gains by using a piggyback apex neo to change up the air/fuel ratio? or are the gains minimal?

custom 3 inch intake, bored throttle body with adapter on a 2009 tl intake manifold, dc headers, xlr8 test pipe, tenabe cat back exhaust, unorthodox pulleys. What you think? Will it provide some decent gains?

I don't think so. Not without FI. Especially for the price to pick up a couple HP, it really doesn't seem worth it.
