well i was on the dmv website and found this page

wanted to know if our cl-p would work . it says ulev cars qualify and ours cars are ulev. anyone have this sticker. would work great in the bay area

nope sorry. But this sticker is mostly for hybrids and compressed nautral gas (CNG) vehicles. The ford focus has AT-PZEV which is a partial zero emissions vehicle and they dont have these stickers. you can view the list of cars eligible using the link you gave and going to another link where the list is.
