The Tein springs are stiffer. They have a higher spring rate.
The Tanabe are softer, have a lower spring rate, and would give better ride quality.
They both will look the same dropped because they have height adjustability.
So depending on what is more important to you, you can pick either one.

What do you value more? Ride comfort or performance? They're inversely related...although that's not to say that higher performing setups will be harsh or uncomfortable. Both coilovers will give you ride height adjustability; the Teins will also allow you to dial in your damper settings. If maintaining a stock-like ride is most important, get the Tanabes...but if you have any inclination for more spirited runs (especially on a track), you're better off with the Teins.

Teins.
Firmer than stock, and still totally awesome for daily driving use.
Also, keep in mind the SS are adjustable dampening, while the Tanabes are not!

As far as handling, the Tein SS will give you a better range to play with. Like MrHeelToe said, they're dampening adjustable, so you can fine tweak/tune the ride on them whereas you can't with the Tanabes.
Go with the Tanabes if ride quality/comfort is your number one concern. Otherwise, I would recommend the Tein SS. And this is from someone who has gone through a couple of sets of suspension (A-Spec -> Tanabe -> BuddyClub)
