paint scratch and rust
My paint has chipped away (less than the size of your pinky nail) and rusted over. Can/will acura fix this, or can i use some touch up paint after i have removed the rust somehow?

Acura won't cover this.
You can remove the rust with a Dremel and a carbide tipped burr. Make sure your remove ALL the rust.
Then you can repaint with a fine-tipped object like a toothpick. Start with a base-coat like tremclad (color-matched), a few layers would be good, then finish with some touch-up paint over it. My own touch-ups using this method haven't rusted over since then.
