Loose electrical cable underneath car

Loose electrical cable underneath car
As I was walking towards my car, I noticed a cable drooping underneath the chassis. Somehow the fasteners on this cable worked themselves loose and the cable is touching the ground.
As far as I can tell, one end of this cable connects to the engine. The surrounding cable insulation has come loose, which might explain some intermittent electrical problems I've had at times where the electrical power cycles on and off while driving.
Has anyone noticed dangling electrical cables underneath their car? And is this cable important to keep the car running? Right now, I've scotch-taped the cable back to the chassis, but will need to find some way to fix this right.
