Owners manual says to check the drive belt tension by looking at the arrow and checking if it's in range.
Mine seems to be in range but at the very end of the tolerance limit. Do I need to get the belts adjusted before it becomes very bad? or is it usual for the arrow to be at the end of the tolerance limit?

Check the service manual. The "range" in the service manual is different from the "range" in the owner manual by some unknown reason.... The one in the service manual points it to the end of the "second" rectangle. The one in the owner manual points it to the middle of the 2 rectangle.

I don't have the service manual to check this.

The standard range for the belt is anywhere from the beginning of the longer rectangle (towards the front it looks like from the diagram) to the end of the shorter square (farthest away from the front).
So it sounds like yours is in range - barely.
PS - My service manual shows the triangle pointing between the longer rectangle and smaller square but again, I base my statements on the '04 shop manual.
