Emissions and mileage

How do bolt-ons like intake, exhaust, etc. affect emissions and mileage? At all? What about forced induction? Does more air consumed necessarily mean more gas consumed?

If your engine is making more horsepower then it is consuming more fuel and air. It can't make more power with just air alone, it needs to mix the air with fuel. Intake and exhaust mods generally don't affect milage and emissions that much but if you remove the catalytic converter you won't pass the emissions test.
