shifter

Hi, I just got my car having it serviced and they had to remove the center console and shifter (6sp). I noticed when I brought it home that shifter cover that leather/vinyl right below shifter knob is loose. It has a ring on top and it moves up and down. Is that normal... for that ring, to allow me to move it up and down?

Thanks in advance.
