Are power outlets on when the ignition is off?

I'm getting one of these FM transmitters that I'd like to leave plugged in the whole time. It may continue to draw power even when the Ipod or whatever is not plugged in. Is this going to run down the battery?

The power to the 12V outlets cuts out when the key is turned away from ON.

The power outlets are only when when the key is at "on" or "ACC" (accessory)

lol, if you are going to use it to charge your cellphone while the car is not running, you will run down your battery.

I've got the FM Tune Base from Belkin for my iPod and I can confirm it shuts off when I turn the car off. The Tune Base also pauses whatever was playing on the iPod which is nice so the iPod will turn off automatically.
