help with filing insurance claim for bumper damage

My neighbor hit my car the other day and left some dents and gouges in the bumper. I got his insurance policy and was wondering how i should proceed about filing a claim.

Does filing one affect my insurance and does anything come out of my pocket? This was at his fault as I was parked outside on the block and he rear ended it and left it there.

New york? Everything counts.. your insurance will probably go up a little because after every incident you become more and more liable.. before you file insurance, see if your neighbor is willing to pay you cash to fix your bumper, thatway you both don't have to deal with insurance

I can't speak for NY or CA, but here in WA, if you have a decent insurance company AND you rarely file claims (and no huge ones) AND you are not the one liable when filing said claims AND you are a good driver without tickets etc. then it's best to report it - at least when it's a stranger. Rates do not go up when you are not at fault under these conditions.

Being your neighbor (apartment or house?), it might be worth considering cash if they want and have it (do insist on cashiers check tho unless you truly trust them) so their rates won't go up and you'll still be good neighbors.
