rev limiter, read search on it in here. theres a few rev limiters, that same one is in park also. if ure foots on the brake u have one at 3000 rpm also. and of course the red line limiters.
the brake one keeps you from burning out and ruining the engine and other parts
the one u speak of is mainly for the engine, theres no need for it to enter the i-vtec range, which starts at around 6000 rpm. its not very good to let the engine race in neutral or park.
