In theory, this *can* be true. Better fuel/air mixing has benefits across the board.

However, this particular site suggests that the device is installed in front of the throttle body. In this case, whatever vortex/spiral/tornado/turbulent effect is created by this device is diminished by a big fat throttle butterfly sitting in its path. I'd stay away from it. Most newer engines already include some geometry to induce swirl and tumble (the technical terms) in the intake charge.

Also, it says that this thing benefits diesel engines as well. The quality of the diesel fuel/air mixture has even less to do with swirl/tumble than in a gas engine. Makes it even more dubious.

Products like this depend heavily on their psychological effect on performance. Never underestimate the power of humans to scrutinize something infinitely more closely once they know a variable has been changed. It's the reason why placebo medicine gives people side effects. Bottom line: don't waste your time.

Car & Driver tested one of the tornado things a couple years ago and could detect no difference in performance or mileage. You might be able to find the article on their sight, caranddriver.com
