Hi there. I have a 04 and I am looking for a set of 07 or 08 JDM headlights for my TSX. I know heeltoe has them but do they come with the ballasts and igniters? I am looking for a complete package. Housing, JDM projectors, Ballasts and Igniters. Can anyone help? I see guys are getting them from Japan.. but I dont have anyone there. Any help is appreciated.

I think I know what you mean.
I too read that someone bought a set with all the fixings for $1000.

However...

I searched for months to try to find what you're after and found nothing.
I bought a set of the 06-08 JDM lights, but they came with nothing.
No bulbs, ignitors, nothing, just the housings/projectors.

You're gonna have a hard time, but I wish you luck!

I bought my o6 jdm lights from boomplustoys with 2 weeks express shipping for $900.
no hid no ballastic or bulbs
You can use what you have just have to relocate the screw points.

I own a 2004 TSX with the 06 JDM headlights and I used the same ignitors but I had to buy 2 new ballasts. I got one ballast from the black market and the other one was brand new from the dealership total was an extra $300 plus $650 for the JDM headlights. Here are the pix of my ride with my Euro-R kit and my 06-08 JDM headlights on a 2004 TSX:

Still no luck finding the complete package. I did find this one guy that gets them in Japan, but they are used.. they come with everything. I will take the leap and make the buy from him when he gets back to me (he is trying to acquire a set as I type) and let you guys know how it is..
