My 2.5 TL Acura Manual for 95-96, 2.5TL ABS says 1-3 is "High Pressure Leakage". This has probable causes of leaking outlet valve, leaking relief valve, and poor contact in pressure switch circuit.
I doubt this modulator is repairable. The outlet and relief valves are internal and not easy to diagnose or repair. Check the pressure switch for any obvious problems. I tried hard to repair a modulator on a 97 Acura CL (similar to Accord) modulator (same functional unit) and finally threw in towel and bought a used unit. I had to buy two and splice them together(motor from one installed on other) to get one working unit. It's still running fine. I had about $100 total in both modulators. One off ebay and other from local salvage yard.
This modulator appears to be functionally identical to modulator in 94-97 Accords. It may be a mirror image since it's on pax side of TL and driver's side of Accords. I checked and found plenty of used 96 Acura TL modulators for < $75 w/ car-part.com. Check for parts near you and inspect them before purchase. Be sure to get a "working unit" garuntee. They won't be able to tell by looking and you'll only know it's good/bad after installation.

Get a set of flare tubing wrenches (<$10) to release the tubing nuts. It will prevent rounding the nuts off w/ an open end wrench. Rest of modulator remove/install is dead easy. You will need to bleed the brake system throughly after installing modulator to remove air from lines. Make sure modulator is full of fluid. It does not usually need bleeding in my experience.
