so i picked up the 2005 product catalog from them at D1 Grand Prix says they have the Stylish spec dress up master S.tech and the Guarantee spec luxury master high.tech springs in development for a 95-98 UA2 TL

I think that the S-tech springs already exist. I have been on a bunch of JDM pages and you can buy the S-Tech springs from websites including the tein website. I have no idea why in the hell they dont sell them in the US, but its good to see that they may finally offer them here.
