Yeah there's a separate switch that turns them on, which is located near the mirror controls and cruise control. I've seen the switch to be near the buttons to turn on the heated seats, I don't know if it's the JDM models that are like that or USDM, because I live in Canada. You should also have your headlights on for the fog lights(lights near the grill) to work. And also be sure the your high beams are not on, because when I bought my car the highs were on, and you cannot have them both.

if yourbulb is not working you goin to have to buy the bulbs online ,it cant be found anywhere at your local auto store. bulb is H3c

DRLs use the high beams, not the fog light. Base models of the TL had the fog light switch on the dash, where the Premiums had the traction control switch. Additionally, most TLs I've seen have those bulbs (fog) burned out, like mine when I got them. I had no lights up front except the headlights and the turn signals. All four corners and the fogs were toast.

^ Diego, I just went to Super Autobacs here in Kawasaki and bought them. The Autobacs in Stanton might have H3cs but it's still a bit of a drive for you. Hey, LA is closer than Japan, right? Haha. Which bulbs did you buy online? The lightly tinted blue ones? Let me tell you, they suck. Within a week or two, the bulb will break at the base and you will end up with half of it inside the headlight. This happened on BOTH sides to mine. Not so with the genuine Koitos from Japan.

Hmmm...my Japanese import Saber is able to have the fogs on with only the park lights on, not the full headlights (no mod has been done)
Are all JDM cars wired like this?
Doesn't make sense if not as, it's never good to have headlights on in fog, I thought that was common knowledge

^ I bought 3 bulbs for about ¥5000 at Autobacs so not too expensive.
Yes, JDM cars are like that AFAIK. I see plenty of cars here who turn off headlights at intersections as to not blind opposing traffic and pedestrians and their factory fogs stay on.
