Last year I bought a Hella/Osram 7000K Dual Beam HID Conversion Kit. I couldn't be happier with it. I started off buying those Hyperwhite bulbs about 3 years ago. Back then, they were $15 each! Now you can get a pair for less than $10. I went through a pair of those bulbs every six months and even had a heavy duty wiring harness for it. I figures I would just suck it up and buy and HID kit. It took about 1 hour to install. But I never did get the high beams to work correctly. But that's OK since you never even have to use the high beams once you get an HID kit. Oh yeah, I bought my HID set for $350. You could check eBay, or go to http://www.hids4less.com or just do a search for them.

go to groupbuys.com there are always group buys there for 350 on the hanabi hid kits ......but be careful i heard that in jersey they might fail you if the car did not come with hid's as oem equipment. As far has hid high beams ......no one puts hid's in the high beams because when u need the high beams halogens come on instantly where as the hid's have a slight warm up time for them to come to full brightness .... they do have bi-xenon kits ....but you will have to retrofit the housing for it and those kits cost an arm and a leg right now and only come on expensive euro cars.

good luck with the dual beam search, Ive been told that with most of the 300-500 dollar kits, its a cob-job as far as the highs go. Your best bet is not to worry about it that much, and find a way around that inspection thing... find someone who'll pass you for a couple extra bucks or something.. ask around, there's someone like that in every town

An hour? Just unplug the HID plug from the H4 plug, swap the bulbs, and plug them in. 5-10 minutes at most.

Even if this set up was on my old legend it would still take a good half an hour.

BTW, I'm not trying to pick a fight with you, I just don't agree with what you're saying. On other cars it might take you a while to take out the bulbs, but on a TL it won't and thats what the question was in reference to. Our headlights are easily accessible.
