Rear swaybar links
I found that the left rear Sway bar link is busted. The right one looks good so far. My mechanic quoted me 1/2 hr labour for each side, so should I change both or just do the left one.
Also i was taking a look at the sway bar while it was up on the lift and it was quite a bit rusty. Is this a good excuse to change it if I am going to change both the links.

Three Wheelin'
i recently changed my rear sway bar links due to a clunking noise over bumpy roads. i wasn't sure which one was bad so i changed both. while at it, i also changed the bushings. the clunking disappeared afterwards. it's a DIY job...though i had to cut the links to get it off bec. it was all rusted and was spinning as i turned it. a rusty sway bar doesn't mean it's bad...it's just rusty; as long as it's not bent, you're good to go.

yeah it's probably just surface rust.
replace both. If one has been broken the uneven pressure might have had an effect on the one good one. I'm planning to change my sway bar bushings with some poly ones, but we'll see
