New owner: 99 RL NAV

A previous Lexus owner - I'm surprised this forum isn't full of sticky's...

I just bought a 99 RL with 122k miles (last night). It was a salvage, but the guy who sold it didn't know much about it (or so he says).

Car seemed fine to me, I feel like I got a deal.

Repairs I see right away:

timing belt, water pump (no history known)
cruise not working
new tires
already ordered a new drive for the NAV
license plate missing on the front - bracket looks like it was never there even...
factory floor mats?

I have a mechanic who will do the mechanical repairs - am I missing anything I should just do for sure? Reading here it sounds like I should have all the fluids changed, which I will.

Is the cruise issue common? The lights all come on but it never seems to kick in.

I am big into not much road noise. What tires are best or would you recommend? I plan to keep the stock wheels on.

Where can I find factory carpet floor mats? Or a good place for that license plate bracket?
