i went to two mechanics and neither can find the problem and both said everything is in order. it seems the struts are fully compressed but neither of them can find an answer. thanks for your help, any suggestions?

Bad struts............
I just had to replace my struts at 124K miles. 2000 RL.
I had the tires rotated at a shop and when I drove away the front end felt like there were 2x4's in the front end. Inspection revealed nothing. I bought new acura struts and installed them myself. The old ones compressed hard and extended back out real slow when checked by hand. It was interesting that from the time of the tire rotation to when I changed the struts (about 10 days) they acted different day to day. Sometimes normal and other times real stiff and harsh riding.
I could not find an aftermarket strut. Monroe will have one available in December.

Agreed. I put a set of 11-spoke wheels with 225 50/17 Yoko Avid V4s on my wife's RL. It had 79k miles on it. When i put the heavier wheels & tires on the car, it was beyond odd...one of the struts was stuck compressed, and the other would not compress - stuck all the way standing up. So it was beyond poor handling, bordering on scary & unpredictable at 35mph. I changed the front strut cartriges, went stock since it's the ball & chain's daily driver. Drives great now. Simple fix, and I assume the same problem as you've got.
