Trouble installing hitch

Read the hitch thread. Took note about the two different screws. Purchased.
Tried to install tonight, and I cannot get the screws into the rear-most hole on either side. The hole is a little rusty, but I can still make out some threading. Sprayed some WD, and tried to clean it out a little.
Even with a drill, I cannot get it to stick.

Any ideas on how to get this installed?

Mine was the same. I used a tap to chase the threads. I also needed to replace the other 2 bolts. The non threaded portion was a little too long and bottomed on the thread rather than tightening.

thanks for the quick reply. I am somewhat handy. But I am having trouble understanding. Can you explain more about using a tap. Do you literally mean tapping it with a hammer?

Sorry, a tap is a tool used to make threads in holes. It takes a 12mm 1.25 tap, like this
Amazon Amazon
I used a taper tap and threaded it in, being careful to not cross thread it at the start. It's the same tool they used to make the threads, so it cleans out any debris.
