will not go above 3000 rpm's

hello all. im the owner of a 99 acura cl. yes, i am new to this forum. yes, i read the rules for noobs. i used the search function and i am unable to answer this question. i know this has to be fairly common and i am hoping somebody can tell me what i have done wrong.

the vehicle is a manual and drives correctly until reaching about 3000 rpms. upon reaching said rpm, the vehicle acts as if it governs out or the computer is bogging down the speed. then, once the car has slowed a few mph, one is able to accelerate again until reaching the said rpm. it does this in every gear. one is able to reach 75 mph if you work at it. however, the car will absolutely refuse to go above 75.

i took the vehicle to my local guy and he told me it was the "computer." he purchased a used replacement computer and put it in the car. the car will not start. he tells me that "the computer needs to be programmed" but he has no idea how to do that accept for something about taping keys together or similar nonsense. anyway, i am asking for any help that you kind folks are willing to provide. i dont really want to take the car to the stealership quite yet as switching computers should not be that complicated. hopefully there is an easy fix.

let the berating begin.

Have him put the old computer in, sounds to me like it's the throttle position sensor or the vtec solenoid

i forgot to add: he put the old computer back in the car and the car runs again. however, the original problem is still present.

Easy..... on the vtec solenoid there is a GREEN connector which is your vtec pressure switch if its not reading correctly it will fail safe to a 3000 rpm I'll make a video messing with one and load it to youtube to show u better.

. I kind of went off track and pointed out a few other things... bit I show u exactly the cause of the 3000 rpm cut out.
