Curious how the cooling fans are supposed to be set from the factory?

I just re-did my timing belt and water pump hoping this would cure an overheating problem. It helped, but didn't cure it.

If I turn the A/C on, the drivers side fan cuts on. But I haven't gotten the passenger side hasn't cut on yet. Though it was a bit cooler outside when I checked so the car didn't go beyond the middle bar in the temp gauge.

Does the P/S fan cut on at a certain temp? Are both supposed to run when the A/C is on? I haven't pulled the plug to check for power yet, but I'd like to know how they're supposed before trying to diagnose.
