Paint and Body Rust

I just need an opinion on this, on my car the quarter fender on the wheel well just rusted a little a bit, it's about 2-3cm wide, and the other side on the same spot the paint is starting to bubble from rust I'm guessing. Should I take it for a touch up and how much do you think it would cost just to remove that and repaint it.

a good work would be to cut and weld new metal like that:



It should be arround the 600-1000$ mark, for a good job

yeah you have to get the rust out of there, if you paint it the rust wont stop under the paint.

If its surface rust you could sand the spot down and prime then paint it.

But if the metal has started to deteriorate the post above it the way to fix it.

Ah yeah, I was talking to my friend earlier and he also told me it'd be better to cut it out and put new metal in. The spot that is bubbling is the exact same spot as that picture. I might as well get the whole car if I'll get that done. Aight thanks.
