A/C compressor won't turn off

A/C compressor won't turn off
1999 Acura cl. 2.3 auto.
Recently the AC was not working on a friend's car. After inspection, freon level seemed a suitable level.
when turning the AC on from inside the car the passenger cooling fan comes on, but no other under hood activity.
With a jumper wire at the compressor, 12v turns on the compressors clutch and it blows very cold air.
remove jumper, re install original wiring.
I decided to switch the AC relays, . At this time of removal I take note of the power available at the pulgs for the relays ( mounted at drivers fan) only 1 wire of 4 has 12v per plug. It is the same for both plugs. 1 hot wire for each.
Install new relays and no difference. At this point I suspect a pressure switch and unplug the switch under the battery box. The passenger cooling fan goes off. Plug it back in and it comes on.
More fiddling with the relays and I pop a fuse for the cooling fan. Replace the fuse, and ac compressor as well as both fans come on!
So the current issue is. With ac switch on/off inside car, the fans and ac clutch stays engaged. I pulled the relays to take note of power available and 2 of the 4 wires has power. Per plug.
Thoughts?
