The item you need to use is called a Pac SWI-X. It is a steering wheel control interface unit that uses the IR signals from the aftermarket headunit's remote to program a small box that just sits behind the headunit or wherever in the dash. One could program any IR signal to the buttons on the steering wheel as long as it is on the remote that came with the headunit.

And obviously with the PAC SWI-X you have to have a head unit with a wireless remote. But it's compatible hardwired with newer Alpine head units...google "PAC SWI-ALP" its a new model they haven't released (as far as I know), but you can do the same thing with the SWI-X and a 1/8" jack from Radio Shack.
