I would pay to see someone run their car with a 14.7 Fuel/Air ratio. That is only something like, oh, 21,600% more fuel than you are supposed to run.
Perhaps he meant 14.7 Air/Fuel ratio?
Ok, ok, rather than just being a dork I'll give ya some real info:
While it is true that the 14.7 AFR isn't the most effecient in terms of power generated, increasing the fuel delivered to your engine via a 3rd party chip isn't neccesarily going to help your car deliver any more HP.
Why?
When you are driving normally under partial throttle, the oxygen sensor in your car monitors your exhaust and modifies the fuel delivery to attempt to get as close to the 14.7 AFR as it can.
However, when you go into wide-open throttle the ECU in most cars ignores the oxygen sensor and automatically delivers a richer mix based on a pre-set table for your car.
Now, of course a chip-maker is going to contend that the factory settings of even the WOT tables aren't as good as whatever they deliver.

And anyways, a web search for "Racing-X Performance Group" doesn't turn up anything and he is selling about 100 of them for pretty much every kind of car you can think of. They are all the exact same but with different labels.
