Well, I've never taken out the wheel well liner, but I have taken off the bumper. The bumper is kinda a pain to put back on, so I suggest not do it that way.
I'm guessing you can just remove the wheel, those plastic things in the liner, then you have access to the resonator. From there there's 2 10mm bolts. I don't know if that's enough or not, but someone who's done it will hopefully chime in.

Peace, Love & Acura
1. Jack up driver-side front (3.0)
2. Remove driver-side wheel.
3. Remove mudflap
4. Remove fender liner friction bolts (gently so you don't break them)
5. Remove the fender liner.
6. Remove intake silencer.
7. Reinstall in reverse minus the intake silencer
